Discussion and possible action regarding making a recommendation to Budget Board to transfer an amount not to exceed $3MM from General Fund Reserve to each Department General Fund Salary and Benefit Budgets, as well as the Criminal Justice Authority, in order to fund up to a 4% stipend for county and trust employees, in lieu of a COLA for FY27. The stipend would be retroactive to July 1, 2026, and would be paid monthly moving forward for the duration of FY27. Requested by Cody L. Compton, BET Chairman
