These are cash transfers only and will not affect encumbrances. The transfers are necessary to cover payroll and bi-weekly meeting checks and will be repaid mid-January 2024. The temporary transfer from PBA is contingent on approval by the Public Building Authority on 11/15/23. Temporary transfers are allowed by 68 O.S., Section 3021.
